Janice Hamby, RADM, USN (Ret.) currently serves as the Information Resources Management College Chancellor at the National Defense University (NDU) in Washington, D.C. She has over thirty years experience in the U.S. Navy cyber security and information technology arena. Admiral Hamby served as a key technology and general strategist at the senior levels of the staffs of the Secretary of Defense, Chairman of the Joint Chiefs of Staff, and the Commander, Multi-National Force, Iraq. In her senior role with the Joint Chiefs of Staff from 2009-2011, Admiral Hamby was a primary representative for Department of Defense planning and programming activities related to cyber security and information technology. Admiral Hamby recognizes the tremendous potential and capacity of ocean thermal energy conversion (OTEC) to help address several core global threats to international and national security: escalating fresh water shortages, which increase the risks of resource-based wars; climate change induced security risks; and world-wide poverty issues which create fertile grounds for terrorism.
