Ocean Thermal Energy Conversion: Powering Energy Independence and Water Security

By Ocean Thermal Energy Corporation (OTE Corp)

As the world moves faster toward cleaner, more resilient sources of power, one technology stands out for its ability to deliver continuous, weather-independent renewable energy: Ocean Thermal Energy Conversion (OTEC).

Unlike solar or wind, OTEC produces 24/7 baseload power—and uniquely, it can also generate freshwater, addressing two of the most pressing challenges facing our planet: energy security and water scarcity.

Harnessing the Ocean’s Natural Energy Gradient

OTEC exploits the difference in temperature between the warm surface waters of tropical oceans and the cold, deep seawater found hundreds of meters below. This temperature difference drives a heat engine that produces clean electricity day and night.

  • Closed-cycle OTEC: Uses a fluid (such as ammonia) that vaporizes in warm seawater, powers a turbine, and condenses in cold seawater.

  • Open-cycle OTEC: Flash-evaporates seawater directly to produce steam and pure desalinated water as a byproduct.

  • Hybrid systems: Combine both, delivering renewable power and potable water simultaneously.

This simple yet powerful principle makes OTEC the only renewable energy source in the world that can continuously produce both electricity and freshwater—essential for island nations, military bases, and coastal cities alike.

Proven Science, Ready for Commercialization

The concept of OTEC was first introduced in 1881 by French physicist Jacques-Arsène d’Arsonval and was later demonstrated in systems in Cuba, Hawaii, and Japan. Advances in offshore engineering, materials, and system design have now made large-scale OTEC systems economically feasible.

Today, the global energy landscape is ready for OTEC’s rise. The mix of high fossil-fuel shipping costs, the need for energy resilience, and the demand for clean water has created the ideal environment for OTE Corp’s commercialization plans.

OTE Corp: Leading the Next Wave of Renewable Innovation

Ocean Thermal Energy Corporation (OTE Corp), based in the United States, is leading the shift of OTEC from idea to commercial application. The company also develops Seawater Air Conditioning (SWAC) systems that utilize cold ocean water for efficient, sustainable cooling of buildings and data centers.

A Landmark U.S. Army Partnership

OTE Corp is currently executing a $3.6 million contract with the U.S. Army, in collaboration with Johnson Controls Government Systems, to design a 17.2-megawatt OTEC and desalination system for U.S. Army Garrison Kwajalein Atoll in the Marshall Islands.

The project will establish the engineering basis for a 25–30-year Power Purchase Agreement (PPA), under which the Army will buy both electricity and freshwater from OTE Corp—marking a significant milestone in deploying OTEC for national security and energy independence.

Powering Strategic Locations and Global Development

OTE Corp’s modular OTEC systems are designed to be built, transported, and installed efficiently, supporting various applications:

  • Military bases: Secure, uninterrupted baseload power for mission-critical operations.

  • Island nations: Clean energy and fresh water to replace expensive imported fuels.

  • Data centers & resorts: Sustainable cooling via SWAC technology.

The company intends to manufacture and assemble its OTEC systems at the Philadelphia Navy Yard, utilizing U.S. shipbuilding and engineering expertise while creating high-paying, skilled jobs in the growing blue economy.

Energy, Water, and Economic Growth—In One System

OTEC is much more than just an energy source. It’s a platform for comprehensive sustainability.

  • Desalinated water for drinking, irrigation, and industry.

  • Renewable power that’s clean, reliable, and cost-stable.

  • Economic development through local manufacturing and job creation.

For the U.S. military, it means mission resilience and energy independence.
For island and coastal communities, it means being self-sufficient and sustainable.
And for investors, it represents one of the most exciting frontiers in clean-energy technology.

The Future is Ocean Powered

OTE Corp’s work proves that the next revolution in renewable energy doesn’t come from the sky or the wind—it comes from the ocean.
As OTEC systems advance toward commercialization, they promise to revolutionize how nations, militaries, and coastal economies generate power, water, and prosperity—from the sea, for the world.
