Bobbie L. Griffin

Mr. Griffin is an accomplished senior management executive with over 43 years of combined experience commanding USAF units and leading large engineering organizations providing planning, budgeting, program management, design and construction management.  He has an outstanding record of achievement in public service and private industry managing multi-million to billion-dollar Real Property, Energy, Environmental, Construction, and Housing programs, including budget development, acquisition, force protection, facility operations and maintenance. 

Mr. Griffin was commissioned as a 2nd Lt in the Air Force in 1983 through Officer Training School.  His military service spanned over 26 years and 15 assignments in fighter wings, base civil engineering, graduate and professional military education, deployed operations, and senior leader positions at the Squadron and Group Commander level, Major Command Division Chief, and Director positions at HQ Pacific Air Forces, Air Mobility Command, Air Force Space Command, and HQ USAF.  His military service culminated as the Senior Military Advisor and Aide to the Air Force Secretary for Installations, Logistics and Environment.

Upon retirement from the USAF in 2009 in the rank of Colonel, Mr. Griffin joined STARGATES, a Woman Owned Small Business where he built upon his USAF experience to establish and grow a successful engineering and energy consulting business.  He then joined Lockheed Martin in 2011 as a General Manager within LM’s Information Systems and Global Solutions business headquartered in Rockville Maryland where he structured their Energy Services Company (ESCO) and Energy Performance contracting business.  There, he managed the development, implementation, and operation of Energy Savings Performance Contracts, Utility Energy Services Contracts, Power Purchase Agreements and Enhanced Use Lease projects delivering energy conservation, deep energy retrofits, and renewable energy production to both commercial and government clients.  The business unit included Lockheed Martin’s focused energy performance contracting business through the former $80 billion dollar, USDOE Super ESPC IDIQ contract.  Mr. Griffin led the development of projects totaling $670M for the USAF, DOE, DOS and USN.

Relocating from the National Capital Region to Georgia, Mr. Griffin left Lockheed Martin in January 2018 and joined Ocean Thermal Energy Corporation (OTEc) as their Chief Operations Officer.  Here he was responsible for leading the development of mission-critical energy and water solutions through uninterrupted, resilient power and desalinated water production, including the development of a Sea Water Air Conditioning project at Naval Support Facility Diego Garcia.   Following OTEC, Mr. Griffin joined SitelogiQ, a small business focused on modernizing buildings to be energy efficient, sustainable, healthy and productive while lowering carbon emissions.  SitelogiQ markets included K-12 Schools, Higher Education, State and Local Government, Commercial Real Estate, Manufacturing & Distribution and Healthcare. Mr. Griffin served as the General Manager for Government Solutions where he established and was responsible for all aspects of ESCO engineering, construction, accounting, financing, and business development. 

After retiring from SitelogiQ and private industry in September 2021, Mr. Griffin returned to public service in December 2021 when he joined the National Cemetery Administration (NCA) under the Department of Veteran Affairs where he served until January 2025.  He supported Veterans and their families by directing design and construction services for the NCA’s Southeast District, including Georgia, Alabama, South Carolina, Kentucky, Tennessee, Florida and Puerto Rico.  Mr. Griffin led the Southeast District through the largest construction program in their history managing over 15 projects valued at over $200M including the expansion at Georgia National Cemetery, NCAs largest expansion within the Minor construction program.

Mr. Griffin left the NCA in January 2025 and returned to OTEc in June 2025 as a strategic advisor before assuming his duties as Chief Operations Officer in October 2025.  

Mr. Griffin is married to MaryTherese Griffin and resides in Oxford Georgia.  He has one brother, Steven, and two daughters, Joselyn and Shelby.
