Shane is the founder and CEO of RWH Energy, a Service-Disabled Veteran-Owned Small Business (SDVOSB) recognized by the U.S. Department of Energy as an approved Energy Service Company. RWH has delivered turnkey energy efficiency projects worldwide, providing capital and execution capability.
A former naval aviator, Shane gained national recognition after safely landing a severely damaged EP-3 aircraft during a 2001 mid-air collision with a Chinese fighter jet. He led his 23-member crew through 12 days of Chinese military captivity and was awarded the Distinguished Flying Cross and Meritorious Service Medal for his leadership under extreme pressure. His operational and leadership experience in high-stakes military environments gives him a deep understanding of mission-critical infrastructure and defense priorities.
As a former Nebraska State Treasurer, Shane managed over $17 billion in investments and $9.6 billion in transactions. He was nationally recognized for creating one of the country’s most transparent state spending platforms. His public-sector leadership and financial acumen complement his military background, making him uniquely effective in managing complex federal programs.
Shane built and led a municipal finance team in the private sector at an SDVOSB broker-dealer, achieving a top-ten national co-manager ranking within its first year. He holds multiple securities licenses and brings extensive experience working across government, finance, and energy sectors—making him exceptionally well-qualified to lead OTE Corp’s federal initiatives.
